

OCV’s current project is the Orange Grove Fire Department’s (OGFD)
Rocky Ridge Sub-Station #2
The Orange Grove community became aware of this project (next to Union Grove Farm) when a Consent Agenda item appeared on the Board of County Commissioners (BOCC) agenda on April 7, 2026.
Several community members familiar with the fire department were unaware of this project; however, the Consent Agenda item was for a loan approval by the county of $1.7 million for an upgraded station at the site. An item on the BOCC Consent Agenda allows for the item to be approved by the commissioners with no discussion.
While the county does not oversee volunteer fire departments, it plays a direct role in their financing. OGFD relies on county‑distributed tax revenue, and under the proposed loan agreement, any default would be repaid by withholding those funds—effectively using community tax dollars designated for fire protection.
The approval of the loan was removed from the BOCC’s Consent Agenda on April 7th and moved to the Regular Agenda for Discussion on April 21st. The loan from the county to the Orange Grove Fire Department was approved by the commissioners at the April 21st meeting. The building of the upgraded Station #2 at Rocky Ridge will move forward.
The Orange Grove Fire Department has regular board meetings on the 3rd Thursday of every odd month (January, March, May, etc.) at 6pm at the fire station. Members of the Orange Grove fire district are welcome to attend.
The fire station has a year-end meeting on the 3rd Monday of July each year. This year it will be on Monday, July 20, at 7pm, at the Cane Creek Community Center. A presentation for Rocky Ridge Station #2 will be shown at the meeting.

The tax rate for the district increased in 2026 from the beginning 5.8 cent beginning revenue neutral rate to 7 cents per $100 of tax value (which includes the loan estimate of $1.7 mil for the Rocky Ridge substation).

Orange Grove and Cedar Grove have insurance rating (ISO ratings) of 5. The 2 highest in the county. The remaining 10 fire districts all have lower ratings.
